Steve Jones

Steve is a lifelong resident of the Rogue Valley and currently resides here with his wife, Chris. Together, they have raised four children and are proud grandparents to four grandchildren. Steve has been an active member of the Medford community for years, including his tenure as a longtime business partner in a Southern Oregon-based technology company serving Jackson, Josephine, and Klamath counties. Steve has been involved with Rogue Retreat since 2017 and has served on the Board of Directors since 2019. In May 2024, he was elected Board Chair. He believes deeply in Rogue Retreat’s mission and vision and holds that everyone deserves hope and a better future no matter their past and that sometimes a hand up is all that is needed. With lived experience in homelessness and addiction present in his family, Steve is passionate about the work of Rogue Retreat and hopes to see every person served find a place to call home.

Christine Herbert

Christine Herbert joined the Board of Rogue Retreat in 2021. Christine serves on the Executive Committee of the Rogue Retreat Board of Directors as their Vice Chairperson. She has served this community for 24 years as a criminal defense attorney. In 2024, she was elected as a Circuit Court Judge presiding over criminal cases.

Jen joined the Rogue Retreat Board in 2023 and currently serves as Board Secretary/Treasurer, after supporting the organization for many years. She has called the Rogue Valley home since 2004 and is married to her husband, Rob. Together, they have eight adult children and fifteen grandchildren. Jen is a local criminal defense attorney with more than three decades of sobriety, bringing both professional expertise and lived experience to her leadership. Having personally experienced addiction and homelessness in her early adulthood, Jen is deeply passionate about offering hope and second chances. She remains committed to Rogue Retreat’s mission and to ensuring hope, dignity, and stability for those most in need. Jen hopes to continue serving Rogue Retreat as a Board member for years to come.

Sam Engel

Executive Director

Sam Engel has served as the Executive Director of Rogue Retreat since 2023. He brings to this position 25 years of living, working, and studying in the Rogue Valley. An SOU graduate, he began his career in social work and community health as an AmeriCorps VISTA volunteer. He brings nearly two decades of experience to this role, as well as a heart and passion for helping to promote lasting change for individuals and communities.

Rob Welch

Finance Director

Rob has spent the last 30 years working in the non-profit sector. His core vision for financial management is to present sound data to good leaders to produce the best decision making. Rob joined Rogue Retreat in 2023 and has seen the company’s assets increased by almost $5 million in three years. Although Rob is not native to Oregon, he was introduced to the Southern Oregon coast by a cute girl in college. He married her, and they still make time to go there as often as possible and have fostered their love for the coast with their two children.

Donnie Harper

Operations Director

Donnie was born in North Carolina and raised in Medford, OR. In his late teens, he developed sever addiction issues that led to years of incarceration, instability, and relational strain. Beginning his recovery journey in June of 2019, Donnie now celebrates every day he is clean. After completing treatment, he joined Rogue Retreat as Operations Support Staff and steadily advanced into leadership. Now serving as Operations Director, Donnie oversees multiple sites, bringing lived experience, accountability, and a deep commitment to creating safe and supportive environments for staff and guests. As a father, Donnie shares that his daughter remains a steady source of motivation and grounding in both his personal life and organizational leadership.

Paul Sequeira

Supportive Services Director

As Supportive Services Director, Paul leads a team of peer support specialists and case managers dedicated to helping people move from surviving to thriving. With over 20 years in mental health – 18 at Options for Southern Oregon – he has built a team culture rooted in positivity, growth, and collaboration. Credentialed THW’s bring lived experience, meeting participants where they are and navigating resources with compassion and expertise. Paul prioritizes leading with love and kindness, fostering professional and personal growth, while staying grounded through parenting his daughter and spending time outdoors.

Krystin Phelps

Executive Assistant

Krystin Phelps is an Executive Assistant with a strong background in organization, scheduling, and planning meetings and events. She is a dedicated team player who brings both structure and creativity to her work. Krystin holds a Bachelor of Science in Music with a minor in Business Administration and is currently completing a second Bachelor of Science in Music Production. She is passionate about giving back to the community by helping individuals get back on their feet and move forward toward a better future, with a long-term goal of becoming an advocate for mental health. Outside of work, she performs as a clarinetist with the Southern Oregon Community Band and values spending quality time with family and friends.
